Hazards of oil dispersants

I found that the oil underwater will probably resurface later. I also read that there're underwater plumes of oil coming out of the well. Solving one problem will create more problems. This is because now we are putting chemicals into the water that kill animals. The chemical dispersants are worse than the oil because toxicity to humans and fish is enormous.
